Got these for my son for skiing. He is 4'11", and the large ones did the trick. They seem to do a good job of staying warm, repels water, tightly knit so doesn't breathe too much, and fit around the boots. We took them skiing for a full day recently, these did fine.I bet he could use these until he is 5'2". 4'11" is close to the lower end in height.We originally tried medium but those were definitely too tight. Also, both would not work for anyone husky, they aren't baggy at all.
